A Case Study of Skills Assured Implementation at Rolls-Royce SMR – Driving Clean Energy

Rolls-Royce SMR joined NSAN in November 2021 and this case study focusses on how the organisation has developed and used NSAN’s online Skills Assured Competency Management System, available free to all NSAN members.
Skills Assured enables businesses to assess, verify, maintain and showcase the competence and training needs of their employees, easily, consistently and confidently. The system provides an important source of evidence of
workforce competency for the GDA.
Rolls-Royce SMR is driving forward the vision to deliver clean, affordable energy for all by deploying a fleet of UK-designed factory-built Small Modular Reactor (SMR) power plants – each capable of generating 470MW of lowcarbon electricity for at least 60 years.
Rolls-Royce SMR takes well-understood technology and applies a unique manufacturing philosophy to its fabrication and assembly. The Rolls-Royce SMR offers a modularised, standardised, factory-built product that is affordable, deliverable and investable.
The Rolls-Royce SMR is progressing through the UK regulators’ Generic Design Assessment (GDA) to ensure the design meets the highest standards of safety, security, safeguards and environmental protection.
What NSAN products / services have you used?
Skills Assured is one of the NSAN products already in use by Rolls-Royce SMR. Alex Bowness joined the company in 2022 and is now Learning and Skills Systems Manager. She is responsible for the development and roll out of Skills Assured across the business. To do this she is working closely with NSAN
and the software developers MKM Software Solutions.
“We had to hit the ground running to meet the requirements of the Generic Design Assessment” says Alex.
“We have focussed first on top level personnel in Safety & Regulatory Affairs, and also carried out a pilot to improve the process before we took Skills Assured to our Engineering team.”
Alex has mapped 237 job roles across three teams. She described how Rolls-Royce SMR began with the competency framework previously developed by NSAN, then drew on other sources and customised them to meet their requirements. Competencies were mapped to job descriptions with support from line
managers.
Every member of staff using Skills Assured received training where they can see how to use the system and ask questions. In total, 427 staff have been trained. Individuals then complete the competence assessment which is reviewed with their line manager. Skills Assured assessments will then be updated every 12 months, and feed into monthly catch ups and 6-monthly performance reviews.
“Our colleagues are keen to continue to learn and progress, and Skills Assured shows both their strengths and areas for development. We will use the outcome reports at team level to identify suitable interventions, prioritised according to business’ needs. Linking the assessment process to succession planning and career pathways will support individual motivation and establishment of a continual improvement mindset across the business.”
Key achievements
“We have made great progress getting the system to this point. Feedback from colleagues is that it is easy to use, and logical. Much better than paper-based alternatives.
The outputs from the assessment process ensure increased accuracy to support learning and development activities. The outputs also provide increased line manager awareness, enabling effective development planning, recruitment, and succession planning across the business. Colleagues are fully engaged with the system, completing their assessments and Line Manager have identified potential training gaps from completed competency assessments within Skills Assured. The next step will be to prioritise the gaps and create individual development plans for each colleague to demonstrate competence and fill knowledge/ skills gaps.”
In what ways does NSAN add value to your business?
“They are really helpful. Sharon and Helen are great – really proactive. I can’t fault them. We wouldn’t be where we are now without NSAN and Skills Assured. There is no comparable product, and we have a really good relationship with NSAN.”
Next steps?
The next planned improvement is to link Skills Assured to their Learning Management System which holds all training records.
“Senior leaders are engaging with the system and are interested to know what additional
skills, knowledge and experience their teams have to enable them to place resources were needed to support the wider business” says Alex.
